The Governor of North_ Carolina refuses to obey the ruling of the Federal Circuit Court declaring the State law on railway rates unconstitutional. The Governor rejects all offers of compromise until the railway company complies with the State law. Serious confl'cf between the State and Federal authorities are feared, involving even the use of Federal troops to enforce the order of the Court. The press widely condemns the Governors action.
