At the sitting of tho Duma yesterday tho Premier, M. bto.ypin, outlined tho agrarian policy ot tho Government. It was proposed, said M. Stolypin, to purchase any private estates which might bo oirored to tho Government. These, with Grown and State lands, wouicl form a reservo from which peasants might acquire land, through a state Dana, at reduced rates. X no duieronce between tho cost of the land to the Government and the price at which it was sold to tho peasants would be charged upon the general taxpayer. -U. Stolypin said tho. Government was opposed to the policy of eompuisory purchase of private estates. in acknowledging tho Royal con. gratulations of the Council of the Empire on his escaping from the plot against his life, tho Czar replied:— "My life is not precious to mo provided Russia lives in glory, peace, prosperity.”
