Mr Haldane, Minister for War, has issued a memorandum explaining that his proposal for a “special contingent” is designed to meet wastage caused during war time, and not for the needs of mobilisation. The comparison between territorial and citizen forces of the Empire cannot ho overlooked. “Tho lessons of the war have been taken to heart in Natal, Canada, and Australia, and unless we now set our house in order we shall soon be compelled to follow whore we should bo proud to lead.' 1
