Speech—At the end . . . convinced freehold Was tho best for fanners and colony alike. Your report—Had recently decreased 60 per cent, in rent value. SpeechHad during last sixty six ' years decreased 50 per cent, in rent value. Your report—Did not think it likely lands of this colony would .decrease in rent value, but . . . .Speech—Did not say it would happen here, but there was no possible insurance against it, and . . . Your report—lt wns impossible to get agreement among valuers. Speech— Tho man who made improvements on his farm and the official who camo to value in order to fix future rents would never agree. Your report-—No valuer could assess tho value created by tho felling of bush. . . . Speech—What valuer at tho end of sixty-six years could estimate fairly, etc.?
