LABOUR VIEWS. ITS RELATION TO ECONOMIC TROUBLES. “ NOT EVEN A PARTIAL SOLUTION.” PRESS ASSOCIATION. DUNEDIN, April 5. At tho Trades and Conference the report of tho committee on tho principle and working of the Arbitration Act Avas received. After referring to the relation of wages to tho cost of living, tho report stated that “the Act is not even a partial solution of the economic and social troubles of the Avage-earning class, nor can it over touch the matter unless tho Court is given power to adjudicate on matters of interest, rent, and profit at the same time as it deals' with wages. Wo recommend that for the present councils and unions be advised to adhere to tho Act,, with the hope of its being improved upon, so that a Avorking modus vivendi be sustained until the economic basis of society is altered. Instead of relying on the Act as tho principal means of economic emancipation, wo strongly urge that workers should seek relief along tho lines of direct representation in Parliament and on local councils of tho, colony, and the gradual socialisation of the industries country.’’ Tho report will be discussed to-mor-
