The other principles were:~(2) Therefore in the grading of teachers for promotion the efficiency of the teacher must be the* first consideration, ami literary and other considerations must bo subordinated to that principle; (3) that the efficiency of the teacher can be gauged only by experts; (4j provision must'be made tor appointments on merits; (5) provision must be made for tho grading of teachers iu a few well-defined grades; i (6) other things being considered equal, seniority of service should be the determining facto;*; (7) each prospects of promotion should be shown as definitely as possible on the promotion list*, which should be revised at periods not longer than one year; (8) the necessity for a guarantee against reduction of calary. except on proof of loss of efficiency; (0) the salary should bo fixed by scale for each grade; (10) that as many of the teachers, no matter how efficient, cannot have any opportunity of holding the higher positions, the salaries should be adjusted so that the majority should' be liberally .paid. These recommendations were adopted unanimously.
