EXPLANATION WASTED. GERMAN STEAMER SEIZED BY RUSSIANS. LADEN WITH EXPLOSIVES. (Received November 9, 9.40 p.m.) LONDON, November 9. Information has been received from St. Petersburg that the German steamer AVanmlnbs, laden with'explosives ordered bv the Russian Government, was fired on and seized by a Russian cruiser, notwithstanding the fact that tho German captain produced the Russian Admiralty’s letters of authorisation. After the commander of the warship had communicated with tho authorities at St. Petersburg ho released the captive steamer. The spot where tho incident occurred is not stated. The German press consider the matter another Dogger Bank affair, and insist on explanations.
