SIR' JOSEPH WARD’S MOTION DEFEATED. ROME, May 2. Sir Joseph Ward’s motion at the Postal Congress in favour of universal penny postage was lost. America, Egypt, and Australia voted in favour of the proposal. Britain and a few others abstained from voting, and the others decided against the motion. The Premier has received the following cablegram from Sir Joseph Ward;—America. Egypt and Australia voted for the motion. Britain, India, Canada and others refrained from voting. The majority of the remaining delegates voted against tho motion. PROPOSED REFORMS IN BRITAIN. (Received May 4, 0.31 a.m.) LONDON, May 3. Sir H. C. Bannerman resumed discussion on the Budget yesterday in the House of Commons, taking an item effecting postal reforms. It is proposed to reduce the commission on colonial money orders not exceeding £1 from fourpence to threepence from July Ist.
