THE SUFFRAGE IN AUSTRIA.
LONDON', November 3. Reuter’s Agency reports that the Emperor has decided to grant Austria universal suffrage, partly to appease the Socialists, and partly to impress the Hungarians with the prospect of a similar extension to Hungary, which would paralyse the Hungarian, national movement.
