THE COLONIAL CONFERENCE. (Received OotoSer 22, 9.17 a.m.) LONDON, October 21
Sir Edward Grey, in a speech last night, said tho Colonial Conference ought to bo free and unfettered, and on all points representative and’ candid. The present Government was not representative, and ho doubted it having tho courage to bo candid.
