(Received July 17, 11.55 p.m.) ROME, July 17. Pope Pius X. has issued an encyclical to the Italian bishops in which the Catholics are urged to fight Socialism by active organised participation in political life. Three laymen have been to report on the best means of accomplishing the Pope’s objects.
