PEACE OR MAR? QUESTION OF POLITICAL REFORMS. ST. PETERSBURG, April 6. Russian reformens declare that the Czar will submit the question of peace or war to an assembly of sixty-three bishops at Moscow in May, as. the autocracy fears the result of a consultation of national representatives. It is understood that the Czar will also consult the bishops as to the minimum of political reforms, as he wishes tho church to act for him, Giving to tho oaths taken by the church to maintain the autocracy. LONDON, April 6. Reuter’s Agency at St. Petersburg reports that the Government has forbidden tlie zemstvos to discuss steps in connection with the Rescript issued in .March, wherein the Czar promised to convene the worthiest men possessing tho confidence of the people, and elected by them, to participate in the elaboration and consideration of legislative measures of reform. SERGIUS’S ASSASSIN. UNRULY PEASANTRY. ANARCHISTS ARRESTED. ST. PETERSBURG. April 6. The assassin of tho Grand Duke Sergius has been identified as a son of Police Inspector Kannies, of Warsaw. Peasants in the Caucasus have destroyed a number of houses. Many priests are being accused of misusing public funds. The latest arrests of Anarchists include tho daughter of a former Gover-nor-General of St. Petersburg. Twelve secret police agents at Ozarskoo S-elo have been arrested. The restrictions against tho State employment of Poles have been removed, except those referring to higher Ministerial appointments.
