HARBOUR BOARD.

ADOPTION OP BY-LAWS. A intoling of the Harbour Board was bold yesterday, Mr J. G. W. Aitkcn iu tli« chair, owing to tho absence m Auckland of Mr W. Cable. There wore present—Messrs F. Townsend, Harold Beauchamp, J. McLollan, and O. K. DanielThe business was confined to tno adoption of by-laws. Amongst the alterations rnado are tbo following;—lXarbonrmaoter's fees, payable to the Collector of Customs, for every service pertonned for vcafcols of 120 tons and upwards, 3d per ton instead of Id per ton. Every vessel not paying a license fee to tbo Board shall, slibja t -to the following exemptions, pay ;t berthage rate of one farthing per ton net register per day or part of a day. Vessels berthing after working hours ou any day and only landing passengers and their luggage will not ho charged for .such part of a day. \ ossels leaving the wharf after midnight and prior to working hours and only on such day taking on hoard passengers ami their luggage, will not ho charged tor such part of a day. Vessels not working cargo after noon on Saturdays shall only pay half rate in respect of liiich Saturday. No berthage rate will be charged for Sundays or holidays. Tho master, owner, or agent of any vessel desiring to occupy a berth for tho purpose only of fitting out, undergoing repairs, or laying up, shall give previous written notice of such desire to tho harbourmaster, and will then bo charged half rate only during tho timo such fitting out or repairs are being executed, or during tho time tho vessel is laid up. provided that the berth at which such vessel is berthed is not required for vessels carrying cargo. . . , Is'o person owning or being in cuaigo of any dog shall permit it to cuter on or remain on any wharf unless such dog is either engaged in tho driving of stock or is led by a chain or strap, or is otherwise under tho immediate control of the person accompanying such dog. Kvery person driving or taking any vehicle, other than a passenger vehicle, dm any whaif shall remain in attendance thereon so as to have full control of his horse or horses, or the motive power of such vcfiiclc.

No person shall drive or take on any wharf any self-propelled vehicle for the carriage of goods unless the owner of such vehicle has obtained permission and on condition that all wheels shall bo smooth in the tyres, and the width of the tyres shall Do such as to give under the worst or any conditions of loading no greater load than six hundred weight per inch of width of tyre and tho minimum width of tyro of any whcql shall be bin. , The diameter of die driving wheels shall not ho loss than 3ft and of the other wheels shall not b 0 less than 2ft bin; that tho vehicle must bo capable of turning in a small Bpaoe, and be easily manoeuvred; that if the vehicle is propelled by steam raised from solid fuel, coke must bo used. Tho funnel must bo fittted with an efficient spark arrester, and a bonnet must be fitted capable of being closed Lightly over it. Tho ash-pit and firing door must bo fitted so ns to bo smoko and spark tight when closed, and the exhaust steam must bo capable of being diverted from the blast into a water tank; that no vehicle shall, when on any wharf, carry a greater load than five tons, nor shall tho weight of sucli vehicle and its load exceed seven tons on any pair of wheels. No person shall drive or move any motor car, or other self-propelled vehicle on any wharf at a greater speed than three miles an hour. Cranes and jiggers are hired on tho express understanding that tho Board takes no risk in respect to their use, and is not responsible for any damage accruing either to vessols or to goods through tho nso of tho cranes or jiggers. Cases of glass exceeding twenty cubic feet in bulk, packages containing cartboys _or jars of acids or other similar bulk fluids, packages of goods which, in tho opinion of tiro wharfinger, require special attention and care in handling, shall be charged os for wharfage inward, and 2s fid for labour outward.

In addition to present transhipment • rates the same goods shall bo charged (if, in the opinion of the wharfinger, ! they require special attention and care ; in handling) 5s per ton. The ■ following charges shall be payable to the Board for the storage of all goods placed in any store or warehouse, or upon any wharf, under the con- ' trol of the Board, unless otherwise pro- ■ vided for by these by-laws:—Wool, . dumped or undumped, per week, per bale, 3d; all other goods, one night, per ton, 3d; all other goods thereafter, per night, per ton, 6d; five hundred feet of timber to bo estimated as one ton. Tho charge for wharfage on hemp, if ' passing through the Board's stores for ' shipment, received direct from railway trucks, or from vessels, shall cover one night’s free storage, or if so received after-noon on any day, the charge shall cover two nights’ free storage, but no , free storage shall be allowed on hemp carted from town or rail for shipment. When the consignees of goods are nn--1 known or nro not available, the Board may give notice to the master or agent of tho vessel out of which such goods were landed to have such goods removed from tho wharf stores wit bin twentyfour hours. If such goods are permittori by H.M. Customs to bo removed from the wharf, the master or agent shall either remove the said goods within twenty-four hours or give to the wharfinger within a like period an order for removal to and storage in ono of tho Board’s stores sot aside for the storage of free goods. If goods are not duty paid tho master or agent shall pass a bonding entry therefor within tho said ■.period of twenty-four hours. If such goods are not so removed, stored, or bonded, within twenty-four hours after notification, such goods shall bo chargeat the rate of two shillings per ton per day. Goods detained for examination by bis Majesty’s Customs will bo stored free from tho time of passing of entry until the examination is completed. After the completion of tho examination by H.M. Customs, storage will bo •charged.at tho rate of sixpence per ton per night, and 3s 6tl per ton for extra ■ labour shall bo payable on goods examined in Customs examining sheds. The following charges shall be payable to the Board on goods out of railway trucks at Waterloo quay wool stores for delivery to town;—General goods, Is per ton ; wool, -Id per bale. Whore, for the purpose of facilitating tho loading of a vessel, the Board carts wool to a store adjacent to tho loading berth prior to tho arrival of the vessel, a charge of three-halfpence per halo shall bo made on so much of such wool as is placed on board during hours other than the ordinary working hours. If, in any such ease of prior carting, it becomes necessary, through the non-arri-val of tho vessel or other cause, to cart

Tim Board shall not be responsible tor any claim in respect to goods or luggage placed in its custody exceeding a value of five pounds sterling per cubic foot nor exceeding one hundred pounds sterling for any one package, unless such value is stated as the time such goods or luggage is placed in the Board's custody, and tho Board’s olltoors. after examination, have given a special receipt therefor. In the absence of weights lor chaff will accept twenty-five sacks of chaff as equivalent to a ton. On each bale of wool weighing more tlian four and a half hundredweight thpro shall he charged an additional wharfage charge of one shilling and threepence per bale. On each bale cf wool weighing more than five hundredweight, there shall be charged an additional wharfage charge of two shillings and sixpence per bale. On each bale of hemp exceeding four hundred and fifty pounds in weight there shall bo charged an additional wharfage charge of ono shilling and threepence per hale. In determining tho weight of bales of hemp, provided no individual bale in any parcel exceeds four hundred and sixty-two pounds and tho average weight does not exceed four hundred and fifty pounds, no additional charge will bo mad©; but, if any bale in the parcel does so exceed four hundred and sixty-two pounds, then tho additional charge shall bo inado on each bale so exceeding four hiuidred and fifty pounds. Where tho average weight of a parcel of hemp exceeds four hundred and fifty pounds, then tho additional charge shall bo made ou each bale so exceeding tour hundred and fifty pounds. In the case of theatrical companies no exemption shall be made for personal luggage, but an allowance of 20 2>er cent, shall be made by way cf reduction on the total tonnage of tho scenery, properties, effects, and gageThese by-laws will come into force on October Ist.
