Commander Ccilquhoun, who was aboard the steamer Hairauu as representative of “The Times” in the naval warfare off Port Arthur, has returned. He predicts that the Russian defeat at Liaoyang will lead to overtures for peace within a couple of months.He questions whether Russia could feed half a million men in Manchuria. He considers that the Russian army was beaten before a blow was struck. Her strategy in the first instance urns bad, and the disposition of her forces wretched. ■ _
