Lord Milner, High Commissioner in South Africa, in the course of a speech at Pretoria, rejoiced at the improvement in the relations of the races, and the turn of the tide of material prosperity. EDUCATION IN THE TRANSVAAL. CAPETOWN, June 1. The scholars in the primary schools in the Transvaal have increased during the year from 14,925 to 24,972, and farm scholars from 2241 to 9016.
