LONDON, July 20. Tho “Westminster Gazette” publishes a rumour that Colonel Arthur Lynch, ex-M.P. for Galway—whoso death sontonco for fighting in tho Boor ranks in the South African War was commuted to penal servitude for life—may be pardoned in connection with the King’s visit to Ireland.
