Sir William Ha r court, comment'ng on the report of tlio Tariff Refonu League on the shelving of preferential trade in favour of' rcta'iatory duties, writes: —“ The former is an ugly topic, but retaliation will be required against the colonies as against foreign nations. If nfr Chamberlain scratches preferential duties and moans to win with retaliation, what will his colonial backers, Sir Wilfrid Laurior and Sir Edmund Barton, say?” COLONIAL TRADE AND FARMING. Sir Westby Perceval, formerly AgentGeneral of New Zealand, in a letter published in “The Times,” says that efforts to increase colonial trade ought to bo accompanied by a movement to promote the emigration of selected farmers.
