THE BRITISH AMBASSADOR AND AIR BOWEN. NEW YORK, February 5. President CasHo lias levied another loan of a hundred thousand pounds on tho citizens and foreigners of Caracas. The British Ambassador at Washington (Sir Alichaol Herbert) lias addressed some rather heated observations to Air Bowen, who represents Venezuela, in regard to his conduct of tho negotiations, and especially Ids excessive confidences to tho newspapers.

GERMANY'S POLICY. (Received February 7, 0.47 a.m.) BERLIN, February G. Count Von Billow declared in the Reichstag that Germany was pursuing in Venezuela exactly the same lino as Britain and Italy. She was following that path with calmness and sobriety, desiring only security of tho life and property of Germans.
