Mr Bcwcn has rejected, on behalf of Venezuela, a proposal hy the Powers that- tho allies should retain 25 per cent, of tho Customs revenue for other claimants. Mr Bowen declared tho principle of tho proposal offensive to modern civilisation. Venezuela, ho said, would prefer to refer tho question of preferential treatment to Tho Hague Arbitration Court. A WAY OUT OF THE DIFFICULTY. (Received February 5. 1.10 a.m.) NEW YORK, February 4. It is announced at Washington that if a compromise regarding preferential treatment is not reached Mr Bowen will - bo prepared to pay in cash tho amount the blockadors are willing to- accept preliminary to tho sitting of Tho Hague tribunal.
