THE PANAMA CANAL.
PROVISIONS OF THE TREATY
(Received January 25, 5.30 p.m.) Washington, January 24. Tlio Panama Canal Treaty has been signed and referred to the Foreign Relations Committee of the Senate. It provides that America shall pay ton million dollars in gold and thereafter an annuity of a quarter of a mulion dollars Instead of the offer of Mr Hay, Secretary of State, of a hundred thousand dollars for tho lease of a zone six miles wide bordering tho canal, America is given tho rigiit to protect by military force such zone if Colombia is unablo to do so. The treaty provides for the lease ot thb canal for a century, renewable at America’s option. Colombia, however, is to have a voico in that matter. Tiio control of tlio waters from Colon to Panama is vested in America in order to en.vuro the working of tlio canal and America’s extra territorial jurisdiction with regard to streams pertaining to tho canal is to ho unquestioned. Tlio port dues aro to go to America m consideration for the payment of tlio annuity. I
