THE MONROE DOCTRINE.
LONDON, November 25. In responding to inquiries by Britain and Germany, the American Government has repeated President Roosevelt’s declaration that the Monroo Doctrine does not shelter the Republic from tho results of its own misdeeds, but punishment must not include seizure of any American soil.
