H, M. LYON, Returning Officer. Customhouse quay, Wellington, November 11th, 1902. 417 NEWTOiVN ELECTION. T ADIES AND GENTLEMEN,— Xj I have already widely announced myself a Supporter of the Government. I reiterate that announcement. At a meeting of the Liberal and Labour League, Newtown Branch, I was selected by an a’bsoluto majority as the candidate to bo supported by tho League. In that connection I quote the following from the League’s constitution;: — 15. Tho duties of a Branch shall bo—(a) To generally supervise tho organisation of tho electorate. (b) To select, with the assistance of tho Ward District Brandies, the candidate or candidates for election to Parliament, subject to tho final decision of tho Executive Committee in cases of dispute. (c) To secure tho return to Parlia- ■ meat of tho recognised candidate or candidates.

As regards paragraph (b) of the above quotation, 1 would observe that the reference to dispute to bo decided by the Executive relates to tho contingency of two or more candidates being selected for one scat by two or more branches of tho League having jurisdiction in the electorate. There is only one branch of tho League in the Newtown electorate, and there has been no dispute within the meaning of tho provision above quoted, and my selection cannot thus bo vetoed by tho Executive without violation of tho League’s constitution. That being so, I conceive it to be ray duty to my supporters, in view of tho Executive of tlie League having exceeded their powers by declaring for Mr Luke, to state that I hold a letter from the Right Hon tho Premier in which, amongst other things, ho expresses regret at “ tho present situation in Newtown,” and further states, “I am quite sincere when I say that botli you and Mr Luko aro acceptable to tho Government.” Tho circumstances under which I was selected were that a meeting of the League for tho purpose of selecting a candidate was convened for October 21st, and hold on that date, when about twenty-five persons were present'. Tho meeting was not prominently announced, and one of tho gentlemen present favourable to myself and to Mr Crewes succeeded in securing an adjournment for a week of tho business for which tho mooting had boon called. Tho Secretary of tho League then announced tho date of tho adjourned meeting by circular, embodying therein a request that new members should bo introduced, and observing that unity was strength. At the said adjourned mooting a much larger number were present, aud on Messrs Luke, Crewes and myself being nominated for selection, a ballot was taken, with the result hereinbefore indicated. It is to bo regretted if tho ballot did not express tho full strength of tho League’s membership, but if that were so, I am certainly not accountable for the circumstance, and, in any case, it docs not, I apprehend, justify disfranchisement of all those who did attend and vote. I trust that in this situation tho electors of Newtown will strongly resent the unconstitutional and unwarrantable interference of the Executive of the Liberal and Labour Federation (represented by Mr Harold Beauchamp, Mr Luke himself, and a small coterie of other gentlemen in tho city) in assuming the impertinent attitude of virtually dictating to tho Liberals of this electorate the direction in which they shall exercise their votes, and I look with confidence to that resentment being cm. phasisod in the strongest possible manner at the ballot-box on Tuesday next.— I remain, yours obediently, W. H. P. BARBER. fTCHERE will be NO DECEPTION About Mb G. TXI S T X N. 920 JpiOSTBE'S HOTEL, WANG A NTH, W. H. G. FOSTER, Proprietor. P 0. Box 54. WJI. J. FLY, Mail contractor and general CARRIER.
