A HOPEFUL OUTLOOK. OBSERVATIONS OF LORD MILNER. CAPETOWN, November 7. Lord Milner, who has arrived at Jo--1 hannosburg after visiting Stand or ton : and other south-eastern pastoral districts. declares that tho Boors have lost everything except thoir land. Happily, the value of land has risen considerably, and tho prospects of the agricultural and mineral industries, especially coal and iron, are bright. The Government is starting farm schools in tho Transvaal and Orange Colonies, to which hoarding-houses are attached. . A largo quantity of Krnpp, pompom, and Mauser ammunition has been un- ; earthed at Harrismith, in tho east of , Orange River Colony. - Mr Malan withdrawing his opposition to the military vote, on which ho defeated the Government two days ago, the vote passed the Assembly unamended. THE VOTE OF EIGHT MILLIONS. LONDON, November 7.’ Mr Chamberlain’s speech in tho House of Commons in asking for tho vote of eight millions has created an excellent impression on tho Continent. Tho grant to sufferers by tho war is acknowledged to bo a noble example of generosity, some newspapers describing it as unprecedented in the relations between victor and vanquished. Disappointment is expressed at Capetown at tbo cruiser Good Hope, with Mr Chamberlain on board, making Durban its first calling place in South Africa. RESUMPTION OF FARMING OPERATIONS. (Received November 9, 4.37 p.m.) LONDON, November 8. Lord Milner has urgently (isked for several thousand harrows. Agents of tho Crown have ordered two thousand from Canada for immediate delivery, and have invited tenders for the remainder in England. As horse sickness prevents the use of mules and horses in many parts of tho Transvaal and tho Orange River Colony, Lord Milner is purchasing all the donkeys available. He has imported ten thousand small, hardy Madagascar cattle, which are better able to resist the disease. Lord Milner is landing hundreds of steam ploughs, and Is charging five sLuiimgs per acre for ploughing.
