POLITICAL ADDRESS AT EDINBURGH. “SPECIOUS UNCONSIDERED SUGGESTIONS.” LONDON, November 3. Lord Rosebery, addressing a mooting of 3500 persons at Edinburgh, under the auspices of the East Scotland Liberal League, said ho approved the idea of a conference of Liberal leaders to consider a common plan of campaign against the Government. Ho warned the party of tliio necessity of showing some sense of their Imperial responsibilities. His Lordship acknowledged the generosity of tiic terms granted to the Boers, and added that as Britain must govern the Boers, lie would not bo scrupulous about the cost, if as a matter of high policy moro money wero granted for tiio restoration of farms and dwellings damaged by the ravages of war. Air Chamberlain’s visit to South Africa, ho continued, was an exemplification of tho Liberal League’s doctrine of efficiency, but ho doubted whether, as there was a iban of strong will and ability already in South Africa, the advent ofi another similarly constituted would conduce to harmony. Tiio speaker reiterated his previously expressed views as to tiio Liberal party and Ireland, and ridiculed tho resumption of tiio Newcastle programme. Ho complained of the War Office, and said that in the absence of determined efforts at efficiency ho would have retained Lord Kitchener for the Secretaryship of War. In regard to education, the speaker condemned tho Government Bill, and suggested a compromise on the basis of tho Scottish system. “ The Times,” in commenting on the speech, complains that its small cavils and specious unconsidorod suggestions will not contribute to efficiency. The “Daily Nows” gays that Lord Rosebery is coming into line with the rest of tho Liberal party.
