THE BOER GENERALS.

LONDON, October 3
The Berlin correspondent of “Tho Times” says that negotiations regarding tho audience of tho Kaiser which tho Boer Generals are said to he seeking, are progressing between Berlin and London. If preliminaries cannot bo arranged, Chauvinistic opinion will throw the responsibility upon Great Britain and spare tho Kaiser.
