MELROSE BOROUGH COUNCIL.
Last night’s meeting of the Melrose Borough Council was attended by Mr hi. Frost (Mayor) and Councillors Jorgensen, Crawford, Heginbolhum, Crump, Keene, Nicol, Brown, Jennings and Fuilford. Mr It. G. Knight attended to ask the Council not to confirm its by-law concerning the keeping of pigs and carting of pigswill in the borough. He was assured that all his remarks would be considered when the by-law came up for confirmation. The Hataitai Land Company wrote stating that it was still piepaied to pay two-thirds of the total cost of taking a tunnel through the hill between Elizabeth street and South street to connect Kilbirnie with the city. The matter was left in the hands of the members for Kilbiruie ward. An application from tbe Electrical Syndicate for permission to extend US mains so us to supply five houses lately erected on Upland road, Kelburne was not acceded to, for tho reason that the streets are not vested in the Council. A legal opinion was received from the Council’s solicitor that there was sufficient evidence of the dedication of Severn street to tho Council to justify the Council in spending money on it. After a long and acrimonious discussion it was resolved that the repairs to the road be carried out. Councillors Brown and Jennings dissenting. - Tho Uplands Estate Company wrote stating the alterations to roads ordered by the Council had been carried out. It was asked that the Council take over the roads. The engineer was instructed to inspect the roads and report to the Council. When the question of confirming *the by-law as to swine-keeping came on for discussion some Councillors wished to have exceptions made as to outlying parts of the borough. It was suggested that the by-law be passed as applying to the whole borough, the Council having power to grant exemptions in outlying parts of the borough if it so desired. Councillor Jorgensen was of opinion that the Council hail no power to carry pig prohibition—but ho thought there should bo no exceptions made. They should decide ono way or the other, and then the question could be legally determined if tbe decision was for prohibition. He strongly objected to partial license. On a division being taken the by-law was carried by 7 votes to 3, tho noes being Councillors Crawford, Brown and Jennings. Tbo by-law was fixed to be brought into force on the first day of Juno. The special order taking over portion of Todman street, Mitchelitown, was confirmed. In accordance with tho engineer’s suggestions it was decided that a large number of works in different parts of the borough bo put in hand. The question of alterations to culverts at Island Bay was held over until the engineer shall have an opportunity of seeing the culverts during flood time in the creek. ’ A complaint as to drainage from a resident of Island Bay was left to be reported ou by the Councillors representing the ward. It was decided that tenders be called for tho supply of blue metal to be delivered wherever tho engineer may require it. Tenders wero opened for filling-iu work to be done at Island Bay. The tender of Mr Pollock was accepted for the work. His Worship read a letter from Councillor Crump in which he resigned his membership of the Council. Hfe Worship spoke highly of the work done by Councillor Crump for the good of the whole borough and for the advancement of the Greater Wellington scheme, and expressed a hope that he would reconsider his decision. All the Councillors reechoed the Mayor’s remarks. Councillor Crump remarked that he had decided to resign at present as being the most opportune time. Hii health was not equal to the strain that had been put upon it through the itork of attending the many meetings of the Council. He thanked them for the sentiments expressed towards him, and assured them that ho entertained the kindest feelings towards all his'fellow-members. The Council decided to accept the resignation with regret.
