THREATENED STRIKE IN ENGLAND. LONDON, March 6. In the House of Commons the Miners’ Eight Hours Bill was rejected on the motion for the second reading by 208 votes to 207. IVlost of the Radicals and Nationalists supported the Bill; the Unionists and a few of tho northern Radicals opposed it. The National Miners’ Congress has decided by 129 votes to 125 upon a general strike in favour of the eight hour system.
