The Pacific Islands Labourers Bill has been circulated. Its main provisions are that no Pacific Island labour shall enter 'Australia after 31st March, 1904, and none shall enter before i that date excepting under licenses. During 1903 licenses will he allowed for. three-fourths of the number of Ishuiders who are returned to thiir native . islands during the present year, and during 1903 to not more than half those who are returned to their islands. No agreement is to remain in force after December, 1906. Persons exempted are those who have resided in Queensland continuously for five years prior to September, 1884 those employed as part of ships’ crews, and those possessing exemptions under the Immigration Restriction Act. '
