The purport of such resolution being to make By-laws to license and regulate "Heavy Traffic" m terms of the provi. sions of the Public Works Act, 1894 and amendments thereto, and every and any other Act enabling the said Council to make such By-laws. And to repeal the By.laws made by special order confirmed on the 12th June, 1900. The Special Order to be so made is intended to take effect from and after the Ist day of November. 1901.
