INEFFICIENCY OF THE ADMINIS. TRATION. (Received August 6, 11 p.m.) MELBOURNE. August 6. The “Age,” dealing with the annual report of the Administrator of New Guinea, says it discloses that the only policy in force is one of stagnation. The administrative staff exhausts its energies on little more than a series of holiday jaunts, collecting notes about the conduct of natives and missionary effort. As this “drift” had continued for a whole decade, the “Age” considers the time has arrived when something should be heard about a developmental policy.
