WELLINGTON CITY COUNCIL,EE MIRAMAR. NOTICE ii hereby given that the Council of tho City ot Wellington propose to introduce into the- General .Assembly, at its present session, a LOCAL BILL, intitulea “THE WELLINGTON CITY EEOEEATION GROUND BILL, the objects of which are as follows: . 1, To empower the City Corporation to purchase the land comprised in the First Schedule in pursuance either of any contract existing before the passing of the Bill or of one to be made thereafter, subject to any roads or rights of road or any easements through or over the same, and to any leases or tenancies. (S. 3.) 2. To enable the Corporation, in the alternative, to take such land under the Public Works Act, 1894. (S. 4.) 3. To enable the Corporation to raise special loans for providing the purchase money or compensation, and for constructing roads and drains 1 and other improvements. (S. 5.) 4. To provide that the land described in the Second Schedule (being portion of the land comprised in the First Schedule! shall be a public recreation ground for the use and enjoyment of the inhabitants of the city and its suburbs, and to enable the Council to lay out and- improve | the said land, and to control and re-1 gulate the use thereof by-laws, and to lease such land in conformity With the conditions set out in the Fourth Schedule. (S. 6.) 5. To enable the Corporation to grant leases of that portion of the land comprised in the first Schedule that is described in the Third Schedule, in conformity with the conditions set out in the Fifth Schedule. (S-'7.) 6. To enable the Corporation to lay off , and dedicate any public roads or public places through or upon the laud comprised in the First Schedule and to deviate the course of roads and develop and improve such land. (S. 8.) 7. To sever the land comprised in the First Schedule from the Hutt County and the Seatoun Eoad District, and to include it within the City of Wellington for the purpose pf the M.uncipal Corporations Act, 1300, and Eating Act, 1894, and for all other purposes. (S. 9.) 8. To empower the City Corporation and the Seatoun Road Board to mutually agree as to apportioning between them the payment of the principal and interest of any special or other loans charged oil the Seatoun Road District or any part thereof, in respect of which loans any special rates shall be charged on the said land comprised in the First Schedule. (S. 10.) 9. To declare that the City Corporation shall not be liable for any other debts or engagements of the Hutt County Council or the Seatoun Road Board, but so as not to affect the rights and remedies of any deben-ture-holders .or other creditors. (S. 10.) " THE FIRST SCHEDULE. THE WHOLE .ESTATE. The land commonly known as the Miramar Estate, containing 1498 acres 1. rood and 7 perches, being situate in the' Seatonn Road District and'County of Hutt,* and lying between Military Reserves on the North and South, and bounded on the East by Crawford road, Seatoun Heights road, the township of Seatoun and another Military Reserve, find on the West by land belonging to Mr H. D. Crawford and by the Evans Bay road (excepting thereout public roads, a signal station reserve, and two small pieces of land) which land is outlined green in the deposited plan mentioned below. THE SECOND"SCHEDULE. THE RECREATION GROUND. 382 iAcres 2 roods and 34' perches (exclusive Of roads) of the said Miramar Estate, shown yellow, on the said deposited plan. THE THIRD SCHEDULE. PARTS TO~BE LEASED, The rekidue of the Miramar Estate. THE FOURTHSCHEDULE. CONDITIONS OF LEASING THE RECREATION GROUND. Leases to be granted only for purppse* of sports, pastimes, athletics or’ other .like purposes.—Rent to be fixed by Council.—Term not to exceed 14 years’ with or without provisions for compensation.—Lessees may exclude any persons from leased land. Leases may contain any covenants, etc., not inconsistent with Act.— Leases to be-approved of by Governor in Council.—Grazing leases may, nevertheless,, be granted for 12 months. THE FIFTH SCHEDULE. Conditions' of leasing lands comprised in the Third Schedule, Leases to be in form set out in Schedule to Wellington City Leasing Act, 1900. —First term to be 21 years, and every subsequent term 7 years. —Lease to be submitted for competition at public auction or by public tender—Leases not disposed of, may within twelve months, be disposed of by private contract, at not less than the reserved rent.—Leases to take effect in possession, or within six months. Notice is hereby further given that full copies of the said Bill (including detailed descriptions of the lands above referred to) have been this day deposited in the Magistrate’s Court and the . City Council office, both in the city of ’Wellington, and that a’ plan showing the whole of the lands affected by the Bill and also separately the part to be reserved for recreation purposes has this day been also deposited in the said Magistrate’s Court, and that the said copies.
