RECOMMENDATIONS FOR IMPROVEMENT. (Received Juno 29, 0.26 a.m.) LONDON, June 28. Speaking in the House of Lords, Lord Selborne stated that the committee of experts appointed to inquire into the defences of Gibraltar had reported that the western docks were more open to land fire than those on the eastern side. The committee recommended a modification of the western works, the construction of a harbour deck, the erection of workshops, and the provision of coaling facilities at a cost of at least four millions.
