MELROSE BOROUGH COUNCIL
The Melrose Borough Council met last night. Present —His Worship the Mayor ■'(Mr Frost) and' Councillors' FuUford, Brown, Walter, Nicol, Keene, Newell, •lorgensen, Higher and Clarke. The Department of Land-; aud Survey wrote, asking by what authority the Council was removing boulders from the island at Island Bay.—The Clerk was instructed; to reply that the island was vested in the Council as a reserve.
The late nightsoil contractor (If. Bamberg) asked that a penalty of £3 inflicted on him he remitted, aud that the Council assist him te collect debts due, to him. There was a sum of £2B 11s owing in Brooklyn alone —over £3O in the borough altogether—and ho had.no power to sue except through the Council. —It was decided that the Council’s collector make demands on the debtors for payment, and that those who refused to comply be sued. The report of the Lighting Committee sot out that the New Zealand Electrical Syndicate’s London office had accepted the terms of the draft agreement submitted by the Council. The committee recommended it be authorised to execute: the agreement as drawn up by the syndicate’s solicitors. Councillor Brown moved, and Councillor Highet seconded pro forma, that the report be loft over for the consideration of the new Council. The Electrical Syndicate had made the Council wait its convenience, and he thought the Council should now make the syndicate wait. rTho matter,had never 7 been discussed in open meeting of the Council. It would, he argued, pay the Council to go in for x )ower stations of its own. Councillor Clark moved as an amendment, and Councillor Keene seconded, that the report be adopted.
Most of the Councillors expressed the opiuion that, exceptionally favourable terms had been secured l by the Council, and that it should 1 close at once with the chance. All the objections of the had been waived and those of the Council giverUeffect to. The report was adopted by eight votes to two.
It was resolved to call upon the Gas Company to put in repair the streets which it'had broken.up. in laying down mains. .
The Streets Committee reported in the following terms ; —(1) That owing to the dangerous state of the roads laid out by Mr Odlin on what is known "sis' Boxhill, Mr Odlin he called on to. complete the formation in accordance with his agreement with the Council; (2) that Mr H. Mitchell he allowed to alter the shape oh the reserve fronting the Hollloway road, Mitel;e!lto.wn. provided he will leave a frontage of 30ft 'to the Holloway road, the depth to reach to the right-of-way at the hack of the section; (3) that the, question of taking over the Taitville and Broomhill roads be allowed to stand over until after the elections to the new Council, as the committee cannot see its way to deal with .these matters at present.—The report was unanimously adopted. The engineer reported that in accordance with ;the Council’s instructions he inspected the' premises of Mr Vf. J. Haines at Mitchelltc.wn. He found that since his previous visit the number of pigstyes had been nearly trebled, the present number being nineteen. A pit had been dug into which the refuse from the styes wore being thrown. ,On the potion of the Mayor, it was resolved', to write' to the District Land Registrar, informing him of, the names given, to the legalised Brooklyn streets, with a . view; to/haying them placed on the plans. On ■■tile suggestion of Councillor Clarfo’if;.was decided to add that it was desirable property-owners should be enabled f o'.-have jsueli names inserted on their property deeds on production of same. He considered the matter one of the utmost, importance. Councillor Jorgensen said it was evident To him that'the formalities necessary for taking over the Brooklyn streets had not been complied: with. He would move that .steps be' taken to ascertain definitely if any action by the Council ■were fnocessarty to give effect to the judgment of the Chief Justice oh the matter. —The motion lapsed for lack of a seconder. |
The borough solicitor advised that the best course for the Council to take in respect to an offer made by Messrs Jjrandou and Hislo’p oil behalf el a syndicate (that' the Council take 'over in a state of.nature certain streets through the Island'Bay yacecourse ,in consideration of a lump sum of money to be paid) was'to decline it; but to offer to accept the streets as private ones, in which case the Council could stipulate that any works on them it might consider necessary should be carried out.
The Mayor moved that Messrs Brandon and' Hislop’s offer be not accepted. Councillor Newell seconded the motion, which.-nwas;(agreed to, Councillor Nicol dissenting. The secretary of the Upland' Estate Company wrote, forwarding plans of the subdivision of the estate," with a reouest that the seal of the Council be affixed thereto. —The matter was deferred for consideration to a future meeting, in order that the solicitor might in the meantime report upon it. The tender of D.
