The plot tailed owing to discord between Dio conspiring Ministers.
Advices from Yokohama, state that three, officers of tlie .Japanese headquarters staff are going to Seoul to invest igate tho matter.
Newspapers at Tokio state that Japan is adopting a strong policy, and unusual activity prevails at the arsenals. THE MANCHURIAN CONVENTION. (Received March 31 4.54 p.m.) LONDON, March 30. Owing to representations made to China by Japan and other Powers against carrying on two sets of negotiations, China lias -suspended negotiations for the amendment of the Manchurian Convention until tho negotiations with the allies are completed. Chinese reformers are arranging for a provincial meeting to protest against the Manchurian Convention. The movement- is the, moat notable in their history.

(Received March 31. 5.54 p.m.) LONDON. March 30. A regiment of Sikhs with eight pompoms is leaving Shanghai to guard the Tientsin railway. The Japanese troops in the province of Chi-li hove been strengthened fifty per cent.
