LABOUR AND TARIFF QUESTIONS. SYDNEY, January 23. The difficulty experienced hy Mr Barton in filling the Queensland portfolio in ,the Federal Ministry is attributed to Northern politicians looking askance at his utterances on the black labour question. Sir William Lyne, in a statement at Alhnry, New South Wales, said he thought the tariff would he more of an ad valorem character than protective. Mr Barton states that any such opinion is purely speculative. The .Minister for Customs is not yet in a position to suggest any tariff that is likely to he finally adopted.
