RIGG moved the committal or the Assignment of Small Debts Bill, "a .short measure to prohibit (the assignment of book debts under BID in value. After a, long discussion tho committee stages of the. Bill were taken when £he -operative eJuuEe was amended in the direction of providing that no such debt could be recovered by process of law by a purchaser or assignee except in the name'of the creditor. The Council adjourned at 5 p.m. LOCAL BILLS. Auckland City Borrowing Blit (Hon J.vii Jennings). Me rose Borough Gas Bill (Hon Mr Kigg), Maurieevillo County Bill (Hon Mr Feld wick). The following Bills were passed through their final stages;—Wellington City Empowering Bid (Hon Mr Eraser), luvcrcargill Reserves Leasing Act, 183-1, t Amendment Bill (Hon Mr Feldwick),? Auckland Grammar School Bill (Hon Mr Jennings), Wellington City Streets Bill (Hon Mr Fraser), Timaru Harbour Board Bill (Hon Mr Feklwick), Gore Agricultural and Pastoral Association Empower! ig Bill (Hon Mr Feldwick), Auckland Harbour Board Bill (Hon Mr Jennings). Minor amendments wore made in the 'Christchurch Domain Trust Indemnity Bill, and the third reading made an order of the day for next afternoon. The Council rose at 9.40 p.m.
