LEGISLATIVE COUNCIL
TUESDAY, OCTOBER 3. V The Council met at 2.30 p.m. PROTICXTON OF CHILDREN. On tlie motion for tho committal of the Young Persona Protection Bill, Hon McLEAN said th« measure was entirely unnecessary, and if passed into law would cast a slur upon the young people of the colony. Hon J. RKjtG supported tho Bill'/ which he regarded as a step in the right direction. Hon D. PINKERTON looked upon the measure as a crime-producing Bill. He had heard of nothing to warrant such legislation. Too much power was giver, to the police, and tho door would he opened to all sorts of abuses. Hon W. M. BOLT argued that the evidence given before the select committee justified tho introduction of tho Bill.
Hon J. E- JENKINSON opposed the measure on the ground that it was not necessary, and would bo a gratuitous insult to tho rising generation. Hon F. H. FRASER contended that the Bill would merely act in a preventive manner, and not oppressively. He regarded the measure as an admirable proposal. , . Hon J. A. BONAR was of opinion that if an evil did exist the parents of children were most to blame. He could not look upon tho Bill as likely to bo beneficial. .
Hon R. REEVES failed fo see the necessity for the Bill. In further debate the Bill was BUPEorted by the Hon J, M. Twomoy, A. . Smith and G. Jones. . Eventually the motion for committal was withdrawn in favour of an amendment that Hie debate should bo adjourned till Thursday. LOCAL BILLS. The following local Bills were read a second time: —Auckland Harbour Board Bill (Hon T. W. Jennings) and the Marlborough High School Bill (Hon Captain Baillio). • The Borough of Port Chalmers Borrowing Bill (Hon •D. Pinkerton) and University bt Otago Leases and Securities' Act,* 1898, Amt-udmont Bill (Hon D.-Pinkerton) were passed through committee and road a third time. The Auckland Grammar School Bill Sion W. T. Jennings), Wellington City mpowaring Bill (Hon F. H. Fraser), and tbeilnvercargill . Reserves Leasing Act, 1884 p Amendment . Bill (Hon H Feldwick) were partly ‘ considered in committee, leave being given to sit again in each case. ’ ' Tho Council rose at 5 p.m. ’
