THE TRANSVAAL CRISIS.
DELAGOA BAY EMBARGO. IS IT AN ACT OF WAR? (Received August 22, 0.55 a.m.) PRETORIA, Monday. The Transvaal authorities recently sent to their supporters at Kimberley, Jageisfontein and Iliwala North 150 cases i t ammunition. The Transvaal Government has prohibited the export of cattle towards Kimberley. A detachment of Boer artillery has been sent to Komati Pass, on the Swaziland frontier. The “Rand, Post” declares that the stoppage of the landing of Transvaal war materiel at Delagoa Bay is an act of war on the part of Portugal and Great Britain, and urges the acceptance of the gauntlet. The burghers of Pretoria have petitioned the Government to break ofl negotiations with Great Britain. BLOEMFONTEIN, Monday. The Orange Free State has declaied that the maintenance of the dynamite monopoly by the Transvaal Government is a breach of pledges. The State’s relations with the Transvaal Republic roe consequently strained. Mr Wolmarans, a member of the Transvaal Executive, has been sent here to discuss the matter. CAPETOWN, Sunday. A body of mounted volunteers has started from East London (Cape Colony) for Buluwayo, the chief -town of Rhodesia. Its departure was marked by the display of much enthusiasm. LONDON, Sunday. It is promised that the reply of President Kruger to Mr Chamberlain’s proposal for a joint inquiry into the effect of the Transvaal franchise law will be seal; immediately. The communications that have heretofore been received from the Boers’ side on this matter have been verbal. LONDON, Monday. The “ Morning Post ” states that it is reported that at a secret session o. the Transvaal Yolksraacis, it was decided to send an ultimatum to Great Britain, .unless the order for the stoppage of the landing of arms and ammunition at De’.agoa Bay be withdrawn. Four hundred thousand sovereigns have been despatched by the Bank of England towards the Treasury chest as a preparatory step in the,event of hostilities.
Men at the Woolwich Arsenal are working overtime, preparing camp equip ments.
Several million tins of moat have been despatched to South Africa. The steamer Goth will take 1000 troops from Gibraltar to Natal.'
