Balfour; First' Lord of tho Treasury. Mr Balfour, in explaining the measure, 1 said it was intended to be applied to the vestries and district- boards: created since 1855, but was-not to be applied to the central area; -He-hoped that by November next the rest of London would bo divided -into - areas under ’a constitution, similar to that governing the great municipal boroughs. The Bill was .well received, and was read the first time. .
