ITS EXTENSION PROPOSED. MR BALFOUR’S SCHEME. ■ ■■ -London, -February 24. i The promised'measure providing for the reform of the docdl' government of tho large area- that' makes, up ’ the capital of Great Britain has been introduced in the House of Commons by the' Right Hon'A.J. Balfour; First' Lord of tho Treasury. Mr Balfour, in explaining the measure, 1 said it was intended to be applied to the vestries and district- boards: created since 1855, but was-not to be applied to the central area; -He-hoped that by November next the rest of London would bo divided -into - areas under ’a constitution, similar to that governing the great municipal boroughs. The Bill was .well received, and was read the first time. .
