FORTIFICATION OF THE "LEASED” PORTS. By Telegraph,—Press Association. — Copyright, Thursday Island, April IC. The latest new?, from the East states that the Russians continue to display activity r.t Port Arthur, and the Gormans are busy at Kiao-chau fortifying the port and surveying railways. As bearing upon the British occupation of Weihaiwei it is stated that the Japanese have fortified the place, and the garrison is now twice as strong as it was 11 months ago. The Germans now occupy the whole of the Shantung province.
The despatches also state that rumours of the arrival of Russian soldiers at Port Arthur are circulated.
The Russians are arranging for the storage of 25,000 tons coal. They are gradually overcoming the difficulty arising from the present scant supply. CONCESSIONS TO AN ANGLOITALIAN SYNDICATE. Received April 17,5 p.m, Pekin, April 16. The Governor of Shanghai has granted a concession to an Anglo-Italiau Syndicate in the form of the right of working vast coal and iron deposits. MEN AND MATERIAL POE POET ARTHUR. Received April 17, 5.15 p.m. St. Petebsbubd, April 16. Russia is sending 6000 troops and a quantity of war material to Port Arthur. Tokio, April 16. Two Japanese have been arrested at Port Arthur on a charge of being spies.
