Ladies and gentlemen,—At the request-of a number of ratepayers I have decided to offer myself as a Candidate, for the position of member of the Wellington' Harbour Board, My principal reason in coming forward to isk your outrages is that I consider the time bas arrived when you should bo represented, jn the Harbour Board by same person who is prepared to give immediate practical effect bo the proposition for the . construction of a Dock suitable to tbe growing requirements of bhe Port of Wellington. Judging from the rapid progress of our port during the past boa years, and taking into consideration tho immense strides in the settlement of the waste lands and the completion of railways in the Province of Wellington, I look forward bo a still larger increase in the shipping trade >f bur port in the near future. I consider that by the time financial irratigementu have been made and the Dock sonatructed and ready for work, there will be i trade in the port sufficiently remunerative bo prevent the Dock becoming a burden on either consumers or shipowners. .* It is important that stops should be taken without delay on this matter, owing to the tact that the right of the Harbour Board to secure the Dotfk site lapses in about three fears from now if the construction of a dock bias not been commenced by that time. It is brue some negotiations have taken place between the City Council and the Harbour Board with a view to exchange of sites, but it la yet uncertain whether these legotiationa can bo successfully carried ihrough; „ , I have for years persistently urged on Mr ETetgtison the importance of having our port itted with Up-’to-date appliances, and believe ffiat the procuring of the 45-ton crane was iue to my efforts in this direction, which baa >een the means of attracting thousands of jounds worth of work to the port during ;he past few years, work that would certainly have gone elsewhere haft this applimoe not been at hand.
