DETENTION OF THE AORANGI.
THE HEALTH OFFICER EXPLAINS. The Acting-Colonial Secretary, the Hon J. Carroll, has received from the Health Officer at this port a report respecting the non-in? epection of the Aorangi till the morning after her arrival. He points out that it was net on account of any desire on his part to cause delay that he postponed her inspeoti in. It was purely a question of light, and as the wharf lights and also the ship lights were lit, he did not consider the light such as to warrant him assuming the responsibility of inspection. This responsibility is considerable, as, in addition to inspection under the Public Health Acts, be has also to make an inspection under the Imbecile Passengers Act. Jn another portion of his report the Health Officer points out that the Aorangi was telegraphed as having passed ("astlepoint at 10.30 a.m , though she did not arrive at Wellington till 7 50 pm, showing that her speed must have been about 11 knots an hour, while as a mail steamer she is reported to be able to steam 15 knots. As a matter of f iet she would have arrived in broad daylight had she been steaming at 12 J knots. The department, it is understood, considers the Health Officer’, report as satisfactory. '
