Mr John Sherman, Secretary of State, has agreed to the proposal that the Behring: Sea Fisheries' Conference bo limited to British, United States and Canadian experts. He contends that Lord Salisbury by implication consented to the admission of Russia and Japan. These nations will hold a separate conference with tho United State on the 20th instant.
