Oeneral Weyler, who ; was recalled from the command of the Spanish foincea in Cuba, granted amnesties to many Cubans who had been deported for connection with the rebellion. Received October U. 12.20 a.m. ■ Madeid, October 13. _ Recently General "Woodford, the Awerir ©an Minister at Madrid, informed the Spanish Government that unless the war in Cuba was brought to a conclusion by the end of October America would consider herself taking steps to assure the independence'of the island. The Spanish Minister of Foreign Affairs, replying to the Note, says that Spain is unable to fix ..the ; precise date for bringing tne rebellion to a conclusion. Owing, however, to the concession of the administrative and economic autonomy to Cuba in January next, and to the precarious position of the rebels, he' hopes to he able to do so at an early date. Since General Weylor’s recall the Cuban autonomists are exhibiting confidence in Senor Sagasta'a promised reforms for the island.
