THE CIVIL SERVICE.
Yesterday Mr Joyce asked the Premier, Will the Government during the recess prepare regulations for the Civil Service of the Colony, under which all appointments to vacancies in the public service, whether for cadets or casual clerks, shall be made from tho several electoral districts in rotation, and so that no district shall have tho privilege of nominating more than one candidate until all the other 73 districts shall have been consulted : tho mode of procedure in the selection of candidates to be by public advertisement in a local newspaper, and the applications and recommendations to be considered and reported upon by a school committee and the member of the House of Representatives of each district ? The Premier admitted that under tho present system of appointments advantage was given to those in the large centres, where higher education is available at little cost; and ho was of opinion that there ought to bo an alteration in the law, so that all parts of the Colony and all classes of people should have the opportunity of entering the service. The Government had the matter under consideration, but they did not know whether new regulations would be sufficient, or whether it would be necessary to amend the Act.
