At my house, nearly 300 feet above harbour lovel, I have water, except during working hours; the cessation of my snpply at 8 o'clock, the return at noon and at 5 are almost punctual enough to set a clock by. Under the 330th section of the Municipal Corporations Act, 1880, tho Corporation is only permitted to sell Water for motive power after all household requirements are satisfied. Might I lay down a few points for the consideration of the Mayor and ' Councillors :—Firstly, are they not daily guilty t/f breaking this clause, and can they not bo sued for damages ? Secondly, in soiling to citizens water which by" their own act in converting to o6her purposes they fnil to deliver, but for which salo they enforce payment, are thoy not guilty of obtaining money under false pretences; thirdly, in forbidding tho use of earth closets, yet failing to deliver water "for flushing water-closets, are they not imperilling tho health of the citizens ? And I the authorities) who' are guilty of this money-grabbing at the' cest of our health are the same who are clapb'iftg on us the • burden of a drainage rate for the' sake of that health. If the'money received by Stile of motive-power is of consequence to tho council, by all means let it bo continued ; but let the council out of that money arrange means whereby a permanent supply of water may be to tho hands of those citizbiia.who now, by reason of that sale, are unable to obtain it.—l am, &c, Aquaeius.
