The Superior Court of Shanghai has reversed the decision of the Japanese Court in the case in which the P. and O. Co. claimed damages in connection with the collision between their steamer Ravenna and the Japanese dispatch boat Ohistima, in November last, and has allowed the company costs. The general opinion in business circles in New York and WashiLgtou is that the United States ought to encourage the laying of a cable between California, Hawaii and Japan.

In the course of an article respecting the finance of the colonies, the Investors' Review assorts that thirsty South Australia is already overloaded, and must borrow in Loudon to keep afloat. The paper goes on to suggest a more complete severance of the colonies from Great Britain, and refers to the Governors as a useless expense. New South Wales and Victoria, it says, are still hugging old delusions,, while their revenue declines. It advises the adoption of a scheme ,tp solidify the entire colonial debts, ensuring that they shall be a first charge on the revenue. - ~
