At the Poatal Conference, a resolution proposed by Mr Ward affirming that it is desirable to enter into negotiations for a CanadianPaciSo Postal Service was agreed to unanimously ; also one regretting the nrm-partioipation by the United Staten in the subsidy to the San Francisco mail, and asking for more favourable terms in con neotioo with transit rates for mails bo. tween San Francisco and New York ; and, further, directing that a communication be accordingly sent to Washington on the matter.
Mr SVard strongly opposed a resolution bo charge cypher messages from New Zea land double rates, in conformity with the system in operation in Auitra'ia. The resolution was-rejected, A resolution moved by Mr Ward that the next Conference be held in New Zealandin 1594, was carried. At the Postal Conference, Mr Todd, head of the South Australian Telegraph Department, moved that the zone hoar system ?e adopted in a modified r orm throughout Australia, namely nine hours east of Greenwich, ibis was agreed to.
The report from the beads of departments recommended that the rates on newt>p*pera sent to the United Kingdom from Ist July next should be Id for 4oz and £1 tor every addition*! 2 z ; that negotiations be opened with (he United States urging the establish' ment of a parcels post with i hot country; and that all messages despatched on Sunday should be charged double the ordinary rates, except cable press messages. It was mentioned that New Zealand assented, except as regards press messages. The report stated, with regard to the adoption of reduced postage from the United Kingdom, that it was not desirable to mike any recommendation beyond pointing out that such a step would involve oonailerablo loss to the rev one The report was adopted. The genera! opinion of the representatives is thot Imperial penny postage is impossible at present. The conforenoa his closed, aud Mr Ward left for Sydney to day.
