THE REDUCED CABLE RATES. SIR GEORGE GREY AT ADELAIDE. (PER PRESS ASSOCIATION.i Melbourne, April 20. The Eastern Extension Cable Company announces that the new cable rates to the colony will come into operation on Ist May. To New Zealand the rates will be 10s 6d for ordinary and Government messages, and 3s 2d for press messages. The arbitrators in the case in whioh Mr Andrew Rowan claimed L 25.000 from Mr fiorsfali as damages’ for alleged libel and slander hays .-jwardefi plaintiff LSQ, each patty to pay his own costs. Parliament will ha dissolved on 2nd May, and the elections are fixed to take place on 22nd May. (Received April 21, 7.45 p.m.) Melbourne, April 21.
The Hon J. Munro, Premier, suggests that the question of Federation be remitted to a conference of members to be elected in the same manner as members of Parliament, and also that Parliament should adjourn during the sittings of the Conference.
" The celebration of the anniversary of the Eight-hour system to-day was marred fiy heavy rain. The foundation stone of the monument to ho erected to commemorate the affair was, however, laid in the presence of a great assemblage, The estimated cost of tho monument is L4OOO,

Heavy floods have been experienced in the northern districts, the railway Hue being submerged and in some places the lino washed away. The road traffic is also suspended. (Received April 21, 12.50 a.m.) Adelaide, April 21.
The President of the Natives' Association publicly entertained Sir George Grey to-day. Mr Play ford proceeds to Melbourne on Saturday to consult with the Premiers of Victoria and New South Wales on the Federation proposals.
