MR MACANDREW AT PORT HALMERS.

(UNITED PBES3 ASSOCIATION.) Dunedin, May 10. Mr MacandreW addressed his constituent, at Port Chalmers this evening. He stated that unless we borrowed from ourselves wo should restrict borrowing to two millions a year. He favored a large increase in population, which could bo brought about by an extension of the homestead system, the extension of the credit of the State, to enable the cultivators of the soil to obtain loans on easy terms, the retention in the Colony of the interest on future railway loans, the extension of local government, free grants under the homestead system to the unemployed, and if needed assistance to enable them to get over a year. He received a vote of confidence.
